Cottesloe breaks chain in Perth Freight Link



COTTESLOE Council has voted against opposing the controversial $1.6 billion Perth Freight Link for a second time, after claims container trucks will avoid the link’s toll by going through the Town.
“I urge you to be less political, and more thoughtful for the long-term future of Cottesloe,” motion proponent Cr Sally Pyvis said at Monday’s meeting, not attended by Mayor Jo Dawkins who is on leave.

Last month, a vote on another motion opposing the PFL was tied 4-4, before Mrs Dawkins used her casting vote for the status quo.

On Monday, PFL opponent Cr Jack Walsh criticised staff advice that said Curtin University and Fremantle Council reports on the PFL, both of which used Fremantle Port Authority figures of up to 13,200 trucks in North Fremantle by 2031, were “not based on particular references and require the reader to accept the findings as fact”.

“I see a graph, used by the reports and the officers, showing trucks doubling by 2027, and therefore trucks doubling on Curtin Avenue,” Cr Walsh said.

Main Roads WA estimates up to 42 per cent of port trucks use side roads.

However, deputy mayor Peter Jeanes, a daily commuter on the PFL’s proposed route to Roe Highway, said the “worst” outcome for Cottesloe would be if the PFL and a stalled Kwinana harbour for containers were not built.

Cr Jeanes said this could result in more trucks using Cottesloe to avoid a current North Fremantle to East Fremantle traffic bottleneck.

Cr Rob Rowell said opposing the PFL would not change trucks’ use of Curtin Avenue until there was a heavy haulage alternative to the route through the Town.

Opposing the PFL failed in a 3-5 vote, before all councillors backed asking the State Government to remove Cottesloe roads from routes used by trucks with restricted loads, to cap the number of Fremantle Port containers and build the Kwinana harbour and provide PFL costs and modelling.

PREMIER Colin Barnett denies he misled voters in the lead up to the 2013 election, saying MAX light rail remains the government’s transport solution of choice. 

The Sunday Times and PerthNow revealed on Sunday an Infrastructure Australia report told the Transport Department in 2012 buses were the “best” option for the route.

But in an interview with PerthNow for Coffee with Colin, Mr Barnett said claims he had deceived voters were wrong.

Secret Barnett bridge 'sinks' Perth Freight Link according to Labor


The Barnett government's $1.6 billion Perth Freight Link has been "blown out of the water" according to the state opposition after a report revealed a new $250 million traffic and rail bridge is needed in Fremantle to accommodate the plans.

The Liberal government is motoring along with the truck highway, which will connect Perth Airport to Fremantle Ports.

But Labor has obtained a submission from the Barnett government to Infrastructure Australia in 2012, claiming a new road and rail bridge was needed to handle the container traffic into Fremantle Ports, which will blow out to 1.2 million by 2023.

A secret Barnett Government submission for Federal funding admits Fremantle port cannot grow its container traffic unless a new bridge is built across the Swan River.
The revelation has been seized on by opponents of the Government’s $1.6 billion Perth Freight Link project as evidence that the road — the most expensive in WA history — will fail to alleviate transport bottlenecks or help grow the port without hundreds of millions of extra spending on a new bridge.

The draft submission to Infrastructure Australia, dated August 2012, was for a combined road and rail bridge that would be used for commuter car traffic and freight on rail with a preliminary cost estimate of $250 million.

During last weeks informative Public Forum hosted by North Freo comedian and author Ben Elton at a packed house at Fremantle Town hall, Melville Mayor Russel Aubrey addressed the crowd sharing 3 questions he said needed answering in regards to the Roe 8 Highway / Perth Freight Link - these questions are apparently the main reasons why Melville Council endorses the controversial highway. While it can be said that his efforts to join the Forum panel were commendable (ballsy!), his reasons behind why he was there became more clear as the night progressed - particularly when you consider that while his attendance that night was apparently to "support" the opposition to Roe 8 / PFL, the Council in which he overseas was voting in favour of allocating $50,000 of taxpayers money to be used in a campaign PROMOTING the "Road To Nowhere". (see HERE)


Putting aside his embarrassing body language and overall demeanor,  the impression he left was nothing short of infuriating. Not because of his obvious "pro" stance on the subject, but from his resorting to the use of cheap tactics similar to those in which Mainroads have recently been flogging (nice use of istock images btw) in the Gazette and on their glossy brochures - using the "safety of our children" (among other things) as a reason for the destructive super highway. Regardless of his antics and general buffoonery that night, it was one of those three rather short-sighted questions he raised which stuck in the mind of this amateur blogger.

According to Melville, southern access to Fiona Stanley is one of the major concerns which would be solved by the Roe 8 extension. Unless you haven't noticed or are unfamiliar with the area, Fiona Stanley couldn't be located any closer to the Kwinana Freeway. It would be fair to say the southern access "issue" could have been planned for and included in the 2 billion dollar budget before planning left the concept stage - come on now - how could this hospital even get built without considering southern access? Well, it was considered as you will see, but now it seems the Pro-Roe 8 club wants to forget about it so they can use the hospital as reason for a multi-billion dollar highway to hell - do you feel them pulling on your heart strings again? It's inclusion as a point in argument for this 6 Lane toll road is laughable at best, and here's why:

Along the stretch of Murdoch Road between the Fiona Stanley Hospital and Ferrington Road is Melville's Operations Centre, the Dog Pound and Challenger Institute's Murdoch Campus; however it is the area sitting between these locations and the Kwinana Freeway which is the answer to one of Mayor Aubrey's burning questions. This subject first came to my attention a few months ago during an information session held in of the affected suburbs, and while the issue was briefly touched on last week during the panel portion of Forum in Fremantle, I felt compelled to respond more in-depth and  visually.


Now I may be lacking a few of the details (as you may have guessed) however it has been said that this stretch of land has been allocated for southern access to Fiona Stanley for quite some time, with the area apparently even being 'off limits' for use by Challenger for even the most minor of academic purposes.

A closer look at the photo shows that Fiona Wood Rd (which runs behind Fiona Stanley) ends just past Jennalup St. Again, if you are unfamiliar with this area, as about 99% of the population most likely are, you would assume that Google Maps got it wrong and it's not really how the road looks in real life. Guess again!





I might be naive, but I don't think this is just a cheap place to park.... It sure looks like the start of a road to me, and a PERFECT spot for southern access to the hospital that Mayor Aubrey and Melville Council claims is so desperately needed. Okay, so there's got to be a reason behind why the road would just stop here, with the answer having at least something to do with our beloved Mainroads. But regardless of the answer, can we really let "The Fiona Stanley access" issue be a reason to have the Roe 8 highway plow through our wetlands and communities? Whatever the answer; if it's politics, or just the fact that someone, somewhere doesn't want to use the access that is already allocated, this is a question that needs to be removed from the equation. 


Mayor Aubrey, your attendance at the Fremantle Forum was, in part, commendable - even if your demeanor was embarrassing and your ramblings almost nonsensical. However joining in with Mainroads by trying to use sensitive issues like the "safety of our children" and "thinking about the person stuck in traffic trying to get to Fiona Stanley" is just going too far. Do you really think that for ONE second that the Roe 8 Highway is a solution to the access issue when the hospital is almost SITTING ON THE KWINANA FREEWAY? Does all the horrible and destructive aftermath that awaits our communities and sensitive bush lands really have to happen so people can have reasonable access to a major hospital?

What unrelenting ignorance is driving this boat?  If you could see the look on my face....well, actually it looks something like this.

Former IA member: Perth Freight Link uneconomic, undermines rail

Curtin University professor of sustainability Peter Newman says the planned toll road into the Inner Harbour at Fremantle Port undermines the bipartisan push to get more freight on rail at the port.
Newman spoke last week at Fremantle’s Victoria Hall, about the state government’s planned extension to the Roe Highway, and upgrade of a number of other roads, to create a toll road for trucks to bring containers to and from the port.

City of Melville‬'s vote to spend $50k on promoting Row 8 prompted a request for Special Elector Meeting

 
At the council meeting last night both the Officers recommendation (Late Item T15/3645) and the Motion with Notice from Cr Schuster requesting the Council allocate $50,000 to implement a public information campaign to support the construction and operation of Roe Highway Stage 8 were supported by Council.

In response a "Request to hold a Special Meeting of Electors" was lodged.This is a meeting that is held by the Electors for the Electors - where residents may ask questions of the City and also move motions.This is required to be held within 35 days and the City is required to place notices in local newspapers.

CITY OF MELVILLE MOTION TO SPEND $50,000 SUPPORTING ROE 8

The talk is that there will be a late NOTICE OF MOTION put to the council of the City of Melville THIS TUESDAY NIGHT, by Councillor Cameron Schuster, that they endorse Roe 8 and spend $50,000 on an advertising campaign supporting Roe 8 (Section 1 of the Perth Freight Link).

The motion text will not be published until the meeting (CoM councillors seem to do that a lot.)

The way the CoM rolls, if this motion gets up, then the individual councillors will be precluded from speaking publicly in opposition to Roe 8! (They're not really into free speech in Local Government.)

SO, CAN YOU:

1. PHONE your Melville Councillors before Tuesday night to:
A) ask them not to support any motion for the PFL or Roe 8; and
B) ask/demand they have a PUBLIC DEBATE on this first before committing ratepayer funds to any campaign.
2. EMAIL them too.
3. TURN UP at the City of Melville council meeting to show your opposition to the motion! If you do, ASK A QUESTION in writing beforehand. And if you do, ask that the Notice of Motion be dealt with at the beginning of the meeting.
